The primary residents are the [[Naa'ôna]], who fulfill their duties as guardians, spirit-guides, and worshippers. During rare periods of cosmic crisis, mortals or spirits in need may be given sanctuary—most notably, the [[Sherok]] after the Elder Valorèin Rebellion, and [[Mêra Ûrlek Teslek]] and [[Merik Teslek]], who were brought to the City Ôlôbrimol to recover after great exertion of their powers.

Naa'ôna life in the Cities centers on worship of the Mother and Father through prayer, art, music, and ritual. Guardians fulfill their roles guiding spirits, while others engage in artistic or communal pursuits. The Cities are renowned for their harmonious, luminous architecture, and living art—every structure and space is both a place of beauty and of spiritual purpose.

The Cities were crafted by the Naa'ôna from woven light, created out of necessity to provide shelter and amenities for the guardians of the Stars. Each City is singular to its Star, and none have ever been recorded as lost, corrupted, besieged, or destroyed.

The entirety of each City is considered sacred. Violence, desecration, or forbidden acts are unthinkable within their bounds. Refuge and entry by mortals is permitted only during periods of cosmic crisis, and only under the direct invitation or guidance of the Naa'ôna.
